A Manual on the Financial Management of Projects Funded by the EU

The “Manual on the Financial Management of Projects Funded by the EU” aims to highlight the challenges faced by municipalities receiving grants from the ‘EU for Municipalities’ project and to propose best practices and recommendations for overcoming these challenges. Although the findings and recommendations are specifically related to the ‘EU for Municipalities’ project grants, they are also valuable for other projects financed by the EU or other donors. This illustrated material is designed to assist municipalities in managing EU projects in the future. It includes Identification of common challenges related to the management of EU funds; Awareness of precautions to avoid or address these challenges; Review of internal systems and procedures to prevent such challenges in the future; Ensuring the sustainability of results; and, Improving institutional relations between municipalities, central institutions, the Association for Local Autonomy, and the EU Delegation.
