										<content:encoded><![CDATA[<p>The manual &#8220;How to Write A Successful Project Proposal with EU Funding&#8221; serves as an essential reference tool for the European integration and aid coordination units in the country&#8217;s 61 municipalities, as well as for municipal staff and other stakeholders interested in crafting competitive and successful proposals within the framework of European Union financial opportunities.</p>
<p>Prepared by experts from the &#8220;Municipalities for Europe&#8221; Project, drawing on the experience of the &#8220;EU for Municipalities&#8221; Project, the manual offers comprehensive guidance on EU grants. It covers the preparation of concept notes, the full proposal format based on the PCM/Logical Framework approach, and step-by-step budget preparation with accompanying examples. The manual also includes valuable advice from municipalities that have benefited from EU funds and insights from specialized training sessions on writing successful project proposals, reflecting the knowledge gained over the last five years through the &#8220;Municipalities for Europe&#8221; and &#8220;EU for Municipalities&#8221; projects.</p>

										<content:encoded><![CDATA[<p>The “Manual on the Financial Management of Projects Funded by the EU” aims to highlight the challenges faced by municipalities receiving grants from the &#8216;EU for Municipalities&#8217; project and to propose best practices and recommendations for overcoming these challenges. Although the findings and recommendations are specifically related to the &#8216;EU for Municipalities&#8217; project grants, they are also valuable for other projects financed by the EU or other donors. This illustrated material is designed to assist municipalities in managing EU projects in the future. It includes Identification of common challenges related to the management of EU funds; Awareness of precautions to avoid or address these challenges; Review of internal systems and procedures to prevent such challenges in the future; Ensuring the sustainability of results; and, Improving institutional relations between municipalities, central institutions, the Association for Local Autonomy, and the EU Delegation.</p>

										<content:encoded><![CDATA[<p>The study “Management of European Union Funds in the Local Budget” aims to structurally analyze the challenges faced by municipalities and provide recommendations for improving the regulatory and institutional frameworks for budgeting procedures, opening bank accounts for projects, and public procurement with EU funds. Drawing from regional best practices, NALAS presents models and recommendations for the necessary instruments to help municipalities effectively absorb and manage EU financial assistance, including funds for pre-financing, co-financing, and covering VAT costs. The &#8220;EU for Municipalities&#8221; initiative highlights that, beyond capacity issues, the primary challenge for municipalities in implementing donor-funded projects lies in the regulatory framework and the individual practices of municipalities in managing EU financial assistance post-grant contract signing. The incomplete regulatory framework and the lack of clear and unified practices have resulted in significant delays in project implementation.</p>

The EU4Muncipalities Grant Scheme is a project funded by the European Union, where the EU provides an opportunity for assistance to municipalities for the entire spectrum of local functions and responsibilities, not just single sectors. Through two calls for proposals to all Albanian municipalities, the EU4M investment grants tackle local public infrastructure and services, local economic development, innovation, job creation, environmental protection and youth empowerment.</p>
